If you meet these two requirements, Valve promises it will definitely refund you your money back. You can also ask for a refund if you do not meet these requirements, the valve will go through your request but it is not guaranteed that you get a refund.

First visit the steam support site, if you want to get access to this page click on help or visit Steam Support Website. If you visit that page, then you have to sign in with your credentials to continue. If you are new, create a new account.
Now you can click on the game for which you want a refund. If you recently played the game then you can find the game’s name in recent products, if you not find it then check in purchases.
After you click on purchases, you will see the list of games you purchased. Then click on the game which you want to get a refund. Then click on the “I would like to refund” button when steam asks you what is the problem.
Then the supporting team ask you want help to fix technical issues in the game, if want to do the same then you can contact the technical support team, Or else if you want to get your money then click on” I’d like to request a refund”.
